The Peruvian State, in its roll of promoting investments in Exploration and Production of Hydrocarbons is interested in achieving a harmonious atmosphere for the development of such activities, even when they are developed in locations and/or areas where Indigenous Communities live and Populated Centers exist
.
In that sense, PERUPETRO, conscious of the necessity to have a good relationship between oil companies and the civil population, has initiated a special relationship with the Indigenous Communities and Population Centers in order to strengthen this, which favors the normal development of the hydrocarbons activities, helping most of the oil companies to develop diverse policies of social development and corporative commitments in their social environment, which has resulted in the participation of social organizations in the projects. |

In that sense, the State, fulfilling what is stipulated in the OIT 169 Agreement and in the R.M. 596-2002-EM/DM “Approval of the Consult Regulation and Citizen Participation in the Environmental Studies Approval Procedure in the Energy and Mines Sector”, it's fortifying the State approach to the influenced population, through the participation of the Energy and Mines Ministry representatives (DGAAE and DGH in Spanish), the Regional Government, DREM (in Spanish), OSINERG and National and Regional Authorities and Leaders of the Native Communities.
In the year 2003, PERUPETRO S.A. elaborated the Strategic Plan of Coordination with Native Communities, with the purpose to develop a framework that contributes to the development of the hydrocarbons activities in Native Communities areas and so helping the promotional activities oriented to receive investment for exploration and exploitation of hydrocarbons in the Country.
In the same way, the Hydrocarbons Sub-sector, via the General Direction of Energy Environmental and Hydrocarbons Affairs of the Ministry of Energy and Mines, OSINERG and PERUPETRO S.A., has been able to form a multitask work group to develop an “Awareness and Information Program” for the Indigenous Communities and population centers located throughout the Peruvian rainforest in Exploration and Exploitation Contract areas. |

Continuing this scheme, 68 (sixty eight) awareness and information activities have taken place since the year 2000, with active participation of Indigenous Community Federations and Organizations.
It is important to mention an average attendance of 150 to 200 people at these events. Also stands out is the methodology used and the use of resources from the zone, both that have favored communication and understanding
For example; translations to their own languages, helping to collect opinions, observations and recommendations from the “APUS”, teachers, leaders and advisors of each community.

It is also important to mention the communities' request to develop workshops, where the subjects of interest are explained in more detail and which allow them to express their opinions, requests and suggestions. This methodology allowed government representatives to become aware of their main worries and also the participants to present their proposals.
It is also important to mention the great interest specially of women and young people, to attend and participate in such events, despite their lack of logistics and communications, and in many cases surpassing such obstacles as a 10 day trip, by boat or walking, in order to be able to attend such events.
Nevertheless, testimonials and worries about environmental liabilities of exploration and production activities were also expressed, taking into account that old liabilities were made in absence of a Legal Environmental Framework for the Environment Protection and Citizen Participation .

Norms exist today for the Conservation, Environment Protection and a Guide for Community Relationships. These promote harmonious relationships between oil companies and the Communities and Populated Centers. As a result, Communities and villages are involved in the evaluation and monitoring of specific activities of the Environmental Impact Assessment (EIA in Spanish) and the Community Relationships Plan.
It is important to mention the economic support of the CAREC (Administration of Education Resources Committee) for each one of the activities that have been developed since 2000 to date.
On the other hand, the Energy Subsector, through the Hydrocarbons General Directorate, in first instance and also the General Directorate of Energy Environmental Affairs, is developing a direct training program for young natives, through a Training Program oriented to representatives of the Indigenous Communities and National and Regional Organizations located in areas where contracts in force exist or areas having perspectives to begin hydrocarbons exploration activities. At the moment, three versions of this program have been made and the fourth one is running at present. The training program gives knowledge on hydrocarbons activities, focusing on technical preparation about normalization and control of these activities and their impact on the Indigenous Communities. |

Within this context and with the objective to have a good relationship between the State, the Company and the Indigenous Communities and Populated Centers surrounding Block 88, where hydrocarbon activities are performed, PERUPETRO S.A., through the Communities and Environmental Protection Division, with the support of the CAREC, is programming, developing and participating in Training and Information activities.
Similarly, PERUPETRO S.A.. is developing the same program in Blocks 90, 56 and 57, with the participation of representatives from the CONAPA, DGAA, DGH, OSINERG, Cusco Regional Government, Ucayali Regional Government and the Energy and Mines Regional Directorate
It is also worth mentioning that in these events National Leaders of the AIDESEP (Interethnical Association of the Peruvian Rainforest Development) and National Leaders from the CONAP (Peruvian Amazon Nationalities Confederation), participate; as well as regional leaders from the COMARU, CECONAMA and FECONAYY, and the Civil Society and Authorities.
